What are the different forms of power-sharing in modern democracies? Give an example of each of these.
आधुनिक लोकतान्त्रिक व्यवस्थाओं में सत्ता की साझेदारी के अलग-अलग तरीके क्या हैं? इनमें से प्रत्येक का एक उदाहरण भी दें।
Answer
In modern democracies, power-sharing takes various forms:
(1) Among different organs of government – like Legislature, Executive, and Judiciary (e.g., India), ensuring checks and balances.
(2) Among governments at different levels – such as Union, State, and Local (e.g., India’s federal structure).
(3) Among different social groups – including religious and linguistic groups (e.g., Community Government in Belgium).
(4) Among political parties, pressure groups, and movements – allowing diverse interests to influence decision-making (e.g., coalition governments in India).
These forms prevent concentration of power and uphold the spirit of democracy by accommodating diverse groups and opinions.
आधुनिक लोकतंत्रों में सत्ता बाँटने के कई रूप होते हैं:
(1) सरकार के विभिन्न अंगों के बीच – जैसे विधायिका, कार्यपालिका और न्यायपालिका (उदाहरण: भारत), जिससे शक्तियों में संतुलन बना रहता है।
(2) विभिन्न स्तरों की सरकारों के बीच – जैसे केंद्र, राज्य और स्थानीय सरकारें (उदाहरण: भारत की संघीय व्यवस्था)।
(3) सामाजिक समूहों के बीच – जैसे धार्मिक और भाषायी समूह (उदाहरण: बेल्जियम में सामुदायिक सरकार)।

Question 2:
State one prudential reason and one moral reason for power-sharing with an example from the Indian context.
भारतीय संदर्भ में सत्ता की हिस्सेदारी का एक उदाहरण देते हुए इसका एक युक्तिपरक और एक नैतिक कारण बताएं।
Answer
While prudential reasons stress that power-sharing will bring out better outcomes. In India, the power is shared horizontally among various organs of government. The Legislature, Executive and Judiciary are responsible for administering India. Reservation is applicable in India, where various sections are given benefits over others to avoid conflicts.
Moral reasons emphasise the very act of power-sharing as valuable. In India, citizens are conferred with fundamental rights and directive principles of state policies are implied on the government.
युक्तिपरक या समझदारी का तर्क लाभकर परिणामों पर जोर देता है। भारत में, सत्ता सरकार के विभिन्न अंगों के बीच क्षैतिज रूप से साझा की जाती है। भारत के प्रशासन के लिए विधायिका, कार्यपालिका और न्यायपालिका जिम्मेदार हैं। भारत में आरक्षण लागू है, जहाँ संघर्षों से बचने के लिए विभिन्न वर्गों को दूसरों पर लाभ दिया जाता है।
