Answer
The idea of democracy has evolved from limited participation in ancient times to universal adult franchise and equal rights today. It now emphasises free and fair elections, rule of law, protection of rights, accountability, transparency, and active citizen participation. Democracy is now seen as both a system of government and a way of life.
लोकतंत्र की अवधारणा समय के साथ विकसित हुई है। प्राचीन काल में इसमें सीमित लोगों की भागीदारी थी, जबकि आज सभी वयस्क नागरिकों को मतदान का अधिकार प्राप्त है। आज लोकतंत्र स्वतंत्र एवं निष्पक्ष चुनाव, कानून का शासन, अधिकारों की सुरक्षा, जवाबदेही, पारदर्शिता तथा नागरिकों की सक्रिय भागीदारी पर आधारित शासन व्यवस्था और जीवन-पद्धति माना जाता है।

Answer
The two main forms of democracy are direct democracy and representative democracy. In direct democracy, people take decisions themselves. In representative democracy, people elect representatives to govern on their behalf. India follows representative democracy through regular elections, while countries like Switzerland practise direct democracy in some matters through referendums.
लोकतंत्र के दो प्रमुख रूप हैं—प्रत्यक्ष लोकतंत्र और प्रतिनिधिक लोकतंत्र। प्रत्यक्ष लोकतंत्र में लोग स्वयं निर्णय लेते हैं। प्रतिनिधिक लोकतंत्र में लोग अपने प्रतिनिधियों का चुनाव करते हैं, जो उनकी ओर से शासन चलाते हैं। भारत में नियमित चुनावों के माध्यम से प्रतिनिधिक लोकतंत्र का पालन किया जाता है, जबकि स्विट्ज़रलैंड में कुछ मामलों में जनमत-संग्रह (रेफरेंडम) द्वारा प्रत्यक्ष लोकतंत्र का अभ्यास किया जाता है।

The essential features of democracy include free and fair elections, universal adult franchise, rule of law, protection of fundamental rights, equality, accountability, and citizen participation. Democracy extends beyond government institutions by promoting democratic values such as equality, respect, tolerance, dialogue, and participation in families, schools, workplaces, and society.
लोकतंत्र की प्रमुख विशेषताएँ हैं—स्वतंत्र एवं निष्पक्ष चुनाव, सार्वभौमिक वयस्क मताधिकार, कानून का शासन, मौलिक अधिकारों की सुरक्षा, समानता, जवाबदेही तथा नागरिकों की भागीदारी। लोकतंत्र केवल सरकारी संस्थाओं तक सीमित नहीं है, बल्कि परिवार, विद्यालय, कार्यस्थल और समाज में समानता, सम्मान, सहिष्णुता, संवाद तथा सहभागिता जैसे लोकतांत्रिक मूल्यों को भी बढ़ावा देता है।

Indian democracy faces challenges such as social and economic inequality, corruption, misuse of money and muscle power in elections, communalism, misinformation, and low public participation. Strengthening democratic values, ensuring transparency, protecting citizens’ rights, and encouraging active participation can help overcome these challenges.
भारतीय लोकतंत्र के सामने सामाजिक और आर्थिक असमानता, भ्रष्टाचार, चुनावों में धनबल और बाहुबल का दुरुपयोग, सांप्रदायिकता, भ्रामक जानकारी तथा नागरिकों की कम भागीदारी जैसी चुनौतियाँ हैं। लोकतांत्रिक मूल्यों को मजबूत करना, पारदर्शिता सुनिश्चित करना, नागरिकों के अधिकारों की रक्षा करना तथा सक्रिय जनभागीदारी को बढ़ावा देना इन चुनौतियों से निपटने में सहायक है।

Fundamental Rights protect the freedom, equality and dignity of citizens and can be enforced by courts. Fundamental Duties remind citizens of their responsibilities towards the nation, such as respecting the Constitution and protecting the environment. Directive Principles of State Policy guide the government in making policies for social and economic justice and public welfare. Thus, Rights protect citizens, Duties guide their conduct, while Directive Principles guide the State. Rights are enforceable, whereas Duties and Directive Principles are generally non-enforceable.
मौलिक अधिकार नागरिकों की स्वतंत्रता, समानता और गरिमा की रक्षा करते हैं तथा इन्हें न्यायालय द्वारा लागू कराया जा सकता है। मौलिक कर्तव्य नागरिकों को राष्ट्र के प्रति अपनी जिम्मेदारियों, जैसे संविधान का सम्मान और पर्यावरण की रक्षा, की याद दिलाते हैं। राज्य के नीति-निदेशक तत्व सरकार को सामाजिक एवं आर्थिक न्याय तथा जनकल्याण के लिए नीतियाँ बनाने का मार्गदर्शन देते हैं। इस प्रकार अधिकार नागरिकों की रक्षा, कर्तव्य नागरिकों के आचरण और नीति-निदेशक तत्व राज्य का मार्गदर्शन करते हैं।

The Right to Education (Article 21A) is an important Fundamental Right that ensures free and compulsory education for children between 6 and 14 years of age. It promotes equality by giving every child an opportunity to receive education, irrespective of their social or economic background. Education helps children develop knowledge, skills and confidence. It also supports social and economic development, reduces illiteracy and helps create responsible citizens. Thus, the Right to Education strengthens democracy and social justice.
शिक्षा का अधिकार (अनुच्छेद 21A) एक महत्वपूर्ण मौलिक अधिकार है, जो 6 से 14 वर्ष की आयु के बच्चों के लिए निःशुल्क और अनिवार्य शिक्षा सुनिश्चित करता है। यह सामाजिक या आर्थिक पृष्ठभूमि की परवाह किए बिना प्रत्येक बच्चे को शिक्षा का समान अवसर प्रदान करता है। शिक्षा बच्चों में ज्ञान, कौशल और आत्मविश्वास का विकास करती है। यह अशिक्षा को कम करने, सामाजिक एवं आर्थिक विकास को बढ़ावा देने और जिम्मेदार नागरिक बनाने में सहायक है।

Answer
If the same organ of government made laws, implemented them and enforced them, there would be a concentration of power in one place. This could lead to misuse of power, unfair decisions and violation of citizens’ rights. There would be no proper system of checks and balances to control the government. Therefore, the Constitution separates powers among the Legislature, Executive and Judiciary. This division prevents the abuse of power and helps maintain democracy, accountability and justice.
यदि सरकार का एक ही अंग कानून बनाए, उन्हें लागू करे और उनका पालन करवाए, तो सारी शक्ति एक ही स्थान पर केंद्रित हो जाएगी। इससे सत्ता के दुरुपयोग, पक्षपातपूर्ण निर्णय और नागरिकों के अधिकारों के उल्लंघन की संभावना बढ़ सकती है। सरकार पर नियंत्रण रखने के लिए उचित नियंत्रण एवं संतुलन नहीं रहेगा। इसलिए संविधान विधायिका, कार्यपालिका और न्यायपालिका के बीच शक्तियों का विभाजन करता है। इससे सत्ता के दुरुपयोग को रोका जाता है और लोकतंत्र, जवाबदेही तथा न्याय बनाए रखने में सहायता मिलती है।
