Permanent bureaucracy refers to the permanent administrative machinery of the government, consisting mainly of civil servants who assist the political executive in implementing laws and government policies.
Two Features:
(1) Permanent Tenure: Civil servants remain in service even when the elected government changes.
(2) Political Neutrality: They are expected to work impartially and implement the decisions of the government without political bias.
स्थायी नौकरशाही से तात्पर्य सरकार की स्थायी प्रशासनिक व्यवस्था से है, जिसमें मुख्य रूप से सिविल सेवक शामिल होते हैं। वे राजनीतिक कार्यपालिका को कानूनों और सरकारी नीतियों को लागू करने में सहायता करते हैं।
दो विशेषताएँ:
(1) स्थायी कार्यकाल: निर्वाचित सरकार बदलने पर भी सिविल सेवक अपने पद पर बने रहते हैं।
(2) राजनीतिक निष्पक्षता: उनसे राजनीतिक पक्षपात से दूर रहकर निष्पक्ष रूप से सरकार के निर्णयों को लागू करने की अपेक्षा की जाती है।

Critically evaluate the powers and position of the President of India.
भारत के राष्ट्रपति की शक्तियों और स्थिति का आलोचनात्मक मूल्यांकन कीजिए।
Answer
The President of India is the constitutional head of the Union Executive. The President has several important powers:
- Executive Powers: The President appoints the Prime Minister, other ministers, governors, and several important officials.
- Legislative Powers: The President summons and prorogues Parliament, addresses it, and gives assent to bills.
- Financial Powers: A Money Bill can be introduced in Parliament only with the President’s prior recommendation.
- Emergency Powers: The President can proclaim National, State, and Financial Emergencies according to the Constitution.
- Judicial Powers: The President can grant pardon, reprieve or remission in certain cases.
Critical Evaluation: Although the President formally possesses wide powers, these powers are generally exercised on the aid and advice of the Council of Ministers headed by the Prime Minister. Therefore, the President is not an absolute ruler but acts mainly as the constitutional head and guardian of the Constitution.
भारत का राष्ट्रपति संघ की कार्यपालिका का संवैधानिक प्रमुख होता है। राष्ट्रपति के पास अनेक महत्वपूर्ण शक्तियाँ हैं:
- कार्यपालिका संबंधी शक्तियाँ: राष्ट्रपति प्रधानमंत्री, अन्य मंत्रियों, राज्यपालों तथा कई महत्वपूर्ण अधिकारियों की नियुक्ति करता है।
- विधायी शक्तियाँ: राष्ट्रपति संसद को बुला और स्थगित कर सकता है, संसद को संबोधित कर सकता है तथा विधेयकों को स्वीकृति देता है।
- वित्तीय शक्तियाँ: राष्ट्रपति की पूर्व अनुशंसा के बिना धन विधेयक संसद में प्रस्तुत नहीं किया जा सकता।
- आपातकालीन शक्तियाँ: संविधान के अनुसार राष्ट्रपति राष्ट्रीय, राज्य तथा वित्तीय आपातकाल की घोषणा कर सकता है।
- न्यायिक शक्तियाँ: राष्ट्रपति कुछ मामलों में क्षमा, दंड में कमी या राहत प्रदान कर सकता है।
आलोचनात्मक मूल्यांकन: यद्यपि राष्ट्रपति के पास व्यापक औपचारिक शक्तियाँ हैं, लेकिन उनका प्रयोग सामान्यतः प्रधानमंत्री के नेतृत्व वाली मंत्रिपरिषद की सलाह पर किया जाता है। इसलिए राष्ट्रपति निरंकुश शासक नहीं, बल्कि मुख्यतः संवैधानिक प्रमुख और संविधान का संरक्षक है।
