What is the ‘First Past the Post’ (FPTP) system? Explain.
‘फर्स्ट पास्ट द पोस्ट’ प्रणाली क्या है? स्पष्ट कीजिए।
Answer
The First Past the Post (FPTP) system is an electoral system in which the candidate who gets the highest number of votes in a constituency is declared the winner. The winning candidate does not need to secure more than 50% of the votes. India follows this system for elections to the Lok Sabha and State Legislative Assemblies.
फर्स्ट पास्ट द पोस्ट (FPTP) एक निर्वाचन प्रणाली है, जिसमें किसी निर्वाचन क्षेत्र में सबसे अधिक मत प्राप्त करने वाला उम्मीदवार विजेता घोषित होता है। विजेता उम्मीदवार के लिए 50% से अधिक मत प्राप्त करना आवश्यक नहीं है। भारत में लोकसभा और राज्य विधानसभाओं के चुनावों में इस प्रणाली का प्रयोग किया जाता है।

List any two qualifications required for a candidate to contest in the Assembly elections.
विधानसभा चुनाव में खड़ा होने के उम्मीदवार के लिए आवश्यक किन्हीं दो योग्यताओं को सूचीबद्ध कीजिए।
Answer
Two qualifications required to contest Assembly elections are:
(1) The candidate must be a citizen of India.
(2) The candidate must be at least 25 years of age.
These qualifications ensure political maturity and legal eligibility of candidates.
विधानसभा चुनाव में खड़े होने के लिए आवश्यक दो योग्यताएँ हैं—
(1) उम्मीदवार भारत का नागरिक होना चाहिए।
(2) उम्मीदवार की न्यूनतम आयु 25 वर्ष होनी चाहिए।
ये योग्यताएँ उम्मीदवार की राजनीतिक परिपक्वता और कानूनी पात्रता सुनिश्चित करती हैं

“India’s electoral system may require some adaptation in the present times.” What electoral challenges do you observe today? Describe them.
“भारत की चुनाव प्रणाली वर्तमान समय में शायद कुछ अनुकूलन की मांग कर रही है।” आप वर्तमान समय में कौन–कौन से ऐसे चुनावी अवरोध देखते हैं? वर्णन कीजिए।
Answer
India has a large and diverse electoral system, but it faces several challenges in the present time:
(1) Money Power: The increasing use of money in elections can give wealthy candidates and parties an unfair advantage.
(2) Criminalisation of Politics: Candidates with criminal backgrounds sometimes contest elections, which affects the quality of democratic representation.
(3) Misuse of Government Machinery: There can be attempts to use government resources or official position to influence voters.
(4) Caste and Communal Politics: Caste, religion and community identities are sometimes used to influence voters rather than focusing on public issues.
(5) Muscle Power and Violence: In some places, intimidation and violence may affect free and fair participation in elections.
(6) Misleading Campaigns and Media Influence: Fake news, misinformation and excessive influence through media and social media can affect voters’ choices.
भारत की चुनाव प्रणाली बहुत व्यापक और विविध है, लेकिन वर्तमान समय में इसके सामने कई चुनावी अवरोध हैं—
(1) धन-बल: चुनावों में बढ़ते धन के प्रयोग से धनी उम्मीदवारों और दलों को अनुचित लाभ मिल सकता है।
(2) राजनीति का अपराधीकरण: आपराधिक पृष्ठभूमि वाले उम्मीदवारों के चुनाव लड़ने से लोकतांत्रिक प्रतिनिधित्व की गुणवत्ता प्रभावित हो सकती है।
(3) सरकारी तंत्र का दुरुपयोग: कभी-कभी सरकारी संसाधनों या पद का उपयोग मतदाताओं को प्रभावित करने के लिए किया जा सकता है।
(4) जाति और साम्प्रदायिक राजनीति: मतदाताओं को प्रभावित करने के लिए जाति, धर्म और समुदाय की पहचान का प्रयोग किया जाता है।
(5) बाहुबल और हिंसा: कुछ स्थानों पर डराने-धमकाने और हिंसा के कारण स्वतंत्र एवं निष्पक्ष चुनाव प्रभावित हो सकते हैं।
(6) भ्रामक प्रचार और मीडिया का प्रभाव: फर्जी समाचार, गलत सूचनाएँ तथा सोशल मीडिया का अत्यधिक प्रभाव मतदाताओं के निर्णय को प्रभावित कर सकता है।

Why was the First Past the Post system adopted in India? Why is the Proportional Representation system considered unsuitable for a country like India?
भारत में सार्वाधिक वोट से जीत की प्रणाली क्यों स्वीकार की गयी थी? समानुपातिक प्रतिनिधित्व प्रणाली भारत जैसे देश के लिए क्यों अनुपयुक्त है?
Answer
India adopted the First Past the Post (FPTP) system because it is simple, easy to understand and operate. In this system, the candidate who gets the highest number of votes in a constituency is elected. It also provides a clear link between voters and their representatives and helps in forming stable governments.
The Proportional Representation (PR) system was considered less suitable for India because:
- India has a very large and diverse population, making the system more complex to operate.
- It may weaken the direct relationship between voters and representatives.
- It can lead to the election of many small parties, making it difficult to form a stable government.
- The FPTP system was considered more suitable for ensuring geographical representation and political stability.
भारत में सार्वाधिक वोट से जीत (First Past the Post–FPTP) प्रणाली इसलिए अपनाई गई क्योंकि यह सरल, समझने में आसान और लागू करने में सुविधाजनक है। इसमें जिस निर्वाचन क्षेत्र में जिस उम्मीदवार को सबसे अधिक मत मिलते हैं, वह विजयी होता है। इससे मतदाताओं और उनके प्रतिनिधियों के बीच सीधा संबंध बना रहता है और स्थिर सरकार बनाने में सहायता मिलती है।
समानुपातिक प्रतिनिधित्व (PR) प्रणाली भारत जैसे देश के लिए कम उपयुक्त मानी गई क्योंकि—
(1) भारत की जनसंख्या बहुत बड़ी और विविध है, जिससे यह प्रणाली अधिक जटिल हो सकती है।
(2) इसमें मतदाताओं और प्रतिनिधियों के बीच सीधा संबंध कमजोर हो सकता है।
(3) इससे अनेक छोटे दलों को प्रतिनिधित्व मिल सकता है, जिससे स्थिर सरकार बनाना कठिन हो सकता है।
(4) FPTP प्रणाली भारत में भौगोलिक प्रतिनिधित्व और राजनीतिक स्थिरता सुनिश्चित करने के लिए अधिक उपयुक्त मानी गई।
